歐洲化學(xué)署ECHA于2020年1月16日宣布將四種化學(xué)品納入第22批高度關(guān)注物質(zhì)候選名單（The candidate list of substances of very high concern，SVHC）。
截至目前，SVHC共計(jì)有205項(xiàng)。本次新增的物質(zhì)如下表所示：
可以看到前三項(xiàng)物質(zhì)因具有生殖毒性而被列入高度關(guān)注物質(zhì)候選名單，而全氟丁基磺酸及其鹽類(lèi)入選的原因是：可能對(duì)人類(lèi)健康和環(huán)境造成嚴(yán)重影響，因此給予與有致癌性、誘變性和再氧化性(CMR)、持久性、生物累積性和毒性(PBT)以及非常持久性和非常生物累積性(vPvB)物質(zhì)同等水平的關(guān)注。
公告稱(chēng)，將全氟丁烷磺酸(PFBS)及其鹽列入高度關(guān)注物質(zhì)候選名單的決定是在成員國(guó)委員會(huì)(MSC)的參特氣網(wǎng)與下作出的。
候選名單是可能對(duì)人類(lèi)健康或環(huán)境產(chǎn)生嚴(yán)重影響的物質(zhì)名單，候選名單上的物質(zhì)也被認(rèn)為是引起高度關(guān)注的物質(zhì)。一旦它們被列入授權(quán)名單，企業(yè)將需要申請(qǐng)?jiān)S可才能繼續(xù)使用該物質(zhì)。
任何含有候選物質(zhì)濃度超過(guò)0.1%(按重量計(jì))的物品（的供應(yīng)商都有對(duì)供應(yīng)鏈下游的客戶(hù)和消費(fèi)者的溝通義務(wù)。此外，含有候選物質(zhì)物品的進(jìn)口商和生產(chǎn)商從其被列入候選名單之日(2020年1月16日)起有6個(gè)月的時(shí)間向歐洲化學(xué)品管理局通報(bào)。

ECHA has added three new substances to the Candidate List due to their toxicity to reproduction and a fourth due to a combination of other properties of concern. This latter causes probable serious effects to human health and the environment, giving rise to an equivalent level of concern to carcinogenic, mutagenic and reprotoxic (CMR), persistent, bioaccumulative and toxic (PBT) and very persistent and very bioaccumulative (vPvB) substances.
The decision to include perfluorobutane sulfonic acid (PFBS) and its salts, was taken with the involvement of the Member State Committee (MSC).

Background
The Candidate List is a list of substances that may have serious effects on human health or the environment. Substances on the Candidate List are also known as substances of very high concern and are candidates for eventual inclusion in the Authorisation List. once they are on the Authorisation List, industry will need to apply for permission to continue using the substance after the sunset date.
Companies may have legal obligations resulting from the inclusion of the substance in the Candidate List. These obligations may apply to the listed substance on its own, in mixtures or in articles. In particular, any supplier of articles containing a Candidate List substance above a concentration of 0.1 % (weight by weight) has communication obligations towards customers down the supply chain and to consumers. In addition, importers and producers of articles containing the substance have six months from the date of its inclusion in the Candidate List (16 January 2020) to notify ECHA.
